Justice delayed should not mean justice denied.
For many survivors of childhood sexual abuse, healing and disclosure don’t happen on a legal timetable. It can take years—or even decades—to find the safety, support, and strength to come forward.
Massachusetts now has an opportunity to recognize that reality.
A bill currently before the Massachusetts Legislature—H.4539, An Act Enhancing Remedies for Survivors of Childhood Sexual Abuse—would strengthen legal protections for survivors and remove barriers that have prevented many from seeking justice.

What Would H.4539 Do?
If passed, this legislation would:
Eliminate the civil statute of limitations for childhood sexual abuse claims.
Create a two-year lookback window for survivors whose claims were previously time-barred.
Remove the $20,000 charitable immunity cap, allowing institutions to be held fully accountable.
Eliminate the governmental notice requirement that can unfairly prevent survivors from seeking justice.
Why It Matters
Trauma does not follow a legal deadline.
Many survivors need years—or even decades—before they are able to speak about what happened to them.
This legislation recognizes that reality by providing survivors with a meaningful opportunity to pursue accountability while helping protect future generations.
Justice should never depend on how quickly someone is able to disclose their abuse.
